POSITION SUMMARY
The Workforce Compliance Specialist I is responsible for preparing, tracking, and submitting certified payroll reports, ensuring compliance with federal, state, and local prevailing wage laws, including the Davis-Bacon Act and related regulations. The Certified Payroll Specialist ensures subcontractor certified payroll reports are submitted in a timely and accurate manner.
KEY JOB RESPONSIBILITIES*:
- Prepare and submit Certified Payroll Reports (WH-347) to payroll software (e.g., LCPtracker, Procore, Skillsmart, ADP). Prepare owner residency reports if applicable.
- Ensure all reports are accurate, timely, and in compliance with federal, state, and local requirements.
- Address any discrepancies and provide necessary corrections.
- Assist with internal and external audits related to payroll compliance.
- Coordinate with payroll and labor relations to ensure proper worker classification.
- Address wage compliance concerns and resolve payroll-related disputes.
- Communicate with subcontractors to ensure their payroll compliance and timely submissions.
- Ensure data integrity and troubleshoot payroll system issues.
- Collaborate with project managers and superintendents to ensure compliance with apprenticeship tracking and reporting requirements.
REQUIRED KNOWLEDGE, EDUCATION, EXPERIENCE, SKILLS, AND ABILITIES:
- Bachelor’s degree in Accounting, Finance or Business Administration preferred
- 2-5 years’ experience in construction payroll processing or certified payroll compliance
- General construction labor classifications and union agreement knowledge
- Knowledge of Davis-Bacon Act, Certified Payroll Reporting (WH-347), and prevailing wage laws
- Ability to effectively communicate with both internal and external partners
- Effective time management, organization skills and attention to detail. Ability to multi-task, prioritize activities and work under pressure. Strong problem-solving abilities.
WORK ENVIRONMENT/JOB CONDITIONS:
- Travel for project assignments may be required based on Enterprise needs.
This job may be performed in the office or on the jobsite and requires frequent sitting (often working on a computer), frequent walking, standing, bending, and reaching. Due to computer usage, there may be repetitive motions of the hands and wrists. The person performing this job must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.
